JOB SUMMARY
Performs a variety of semi-skilled and skilled technical and maintenance work in the operation, maintenance and repair of water and sewer treatment facilities and systems within the City of Commerce.
Job duties may vary dependent upon job assignment and skill level.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Assists with the general operation of wastewater treatment plant (WWTP) facilities and equipment; performs work in accordance with all quality standards, safety regulations and procedures.
- Monitors the performance of all equipment, gauges and charts in the treatment plant and pump stations; records statistical data concerning plant operations; maintains, operates, repairs and replaces equipment as necessary; charts lab test results for trend analysis and maintains accurate records of analyses and test results; evaluates data and writes reports as required.
- Operates, maintains and repairs malfunctions at the wastewater treatment plant.
- Collects samples and identifies concentrations of chemical, physical or biological characteristics of wastewater required in accordance with local, state and federal requirements; gathers and tests wastewater samples for plant efficiency reports as required.
- Performs quality control tests on lab equipment and lab analyses; evaluates procedures and results for accuracy and determines appropriate methods.
- Assures that plant operates within required standards.
- Calibrates, modifies or repairs instrumentation and control equipment including recorders, flowmeter and other wastewater monitoring equipment.
- Operates and maintains wastewater pump stations; cleans wet wells and operates pumps and valves to control and adjust flow and treatment process.
- Maintains drawings and schematics of electrical and other systems within the treatment plant as directed.
- Monitors the routine performance of electrical systems, circuits and equipment within the wastewater treatment plant.
- Supports the relationship between the City of Commerce and the general public by demonstrating courteous and cooperative behavior when interacting with other city staff, citizens of Commerce, and visitors. Maintains confidentiality of work-related issues and City information, consistent with City employee ethics training.
- This position may be required to respond afterhours, including holidays and weekends, in the event of a city or Department emergency. The work entails shift work, which means employees provide a service around the clock, 24 hours a day, 7 days a week. Should candidates have scheduling conflicts which would not allow them to potentially work weekends or overnight shifts, candidates need not apply.

DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from high school or GED equivalent
- Four (4) years of experience relating to construction, maintenance, or repair, or
- Any equivalent combination of education and experience.
Knowledge, Skills and Abilities:
- Considerable knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities;
- Reading and interpreting gauges and recording devices;
SPECIAL REQUIREMENT
Must have a valid driver license or the ability to obtain one by date of hire. Driving is an essential function of the job. The suspension or revocation of a driver license during employment may result in termination of employment.
The ability to obtain at least a Class D Wastewater Collection and Grade D Groundwater certification as a Wastewater Treatment Plant Operator or the ability to obtain one within one (1) year after hire. The inability to obtain this certification within one (1) year of hire may result in automatic termination of employment.
The ability to obtain a Class C Surface Water License within three (3) years from the Texas Commission on Environmental Quality (TCEQ) is required. The inability to obtain this certification within three (3) years of hire may result in termination of employment.
Factors such as regular attendance at the job are not listed under essential duties but is a critical function to operations of the City’s Wastewater Treatment Plant. Consistent, unplanned and unexcused absences may result in termination of employment.

JOB SUMMARY
Performs a variety of routine and complex public safety work in the administration of the police department. Supervises police investigation and related law enforcement activities. Exercises general supervision over police investigative sergeants and subordinate officers and support staff.
PRINCIPAL DUTIES AND RESPONSIBILITIES
1. Oversees and may personally participate in investigating criminal law violations occurring within the jurisdiction of the department, obtaining evidence and compiling information regarding these crimes, preparing cases for filing of charges, testifying in court, and related activities.
2. Supervises the scheduling and coordination of shift changes.
3. Reviews a variety of police reports prepared by subordinate officers or others and assigns reports to the investigators for follow-up.
4. Monitors investigations and case assignments to ensure that they are done timely and effectively.
5. Makes day‑to‑day police assignments as required by the needs of the department.
6. Makes plans about individual tactical matters such as equipment to be used for specific operations or the detailed plans needed for an investigation. Develop new approaches to investigate problems.
7. Determines how to deploy personnel during emergency responses and assists the Patrol Lieutenant in assuring the needs of the department are met.
8. Maintains continuous contact with the Police Chief and other police supervisory personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provide general information about department activities.
9. Maintains contact with the general public, court officials, and other city officials in the performance of police activities.
10. Conducts periodic performance evaluations and planning sessions for assigned personnel. Counsel assigned personnel on job performance and disciplinary matters.
11. Maintains availability by radio, telephone and email for consultation on major emergencies or other department business.
12. Carries out duties in conformance to federal, state, county, and city laws and ordinances.
13. 18. PERIPHERAL DUTIES
Interrogates suspects, witnesses and drivers; preserves evidence; arrests violators; investigates and renders assistance at scene of vehicular accidents; summons ambulances and other law enforcement vehicles; takes measurements and draws diagrams of scene; conducts follow‑up investigations of crimes committed during assigned shift; seeks out and questions victim, witnesses and suspects; develops leads and tips; searches scene of crimes for clues; analyzes and evaluates evidence and arrests offenders; prepares cases for giving testimony and testifies in court proceedings.
Coordinates and supervises the training, assignment, development of subordinate police officers.

Decides case priorities and determines when to take over an investigation.
Analyzes and recommends improvements to equipment and facilities, as needed.

Monitors and observes investigative activities to ensure that conduct and performance conforms to department standards.
Schedule and conduct meetings.
Maintains all departmental equipment, supplies and facilities as the need arises.

MINIMUM QUALIFICATIONS
Necessary Knowledge, Skills and Abilities:
(A) High school diploma or equivalent supplemented by a two‑year community college degree or vocational school training in police sciences, law enforcement, criminal justice administration, public administration, or a closely related field; and
(B) Completion of the basic law enforcement training academy or equivalent; and
(C) Minimum of eight (8) years’ work experience as a fully commissioned police officer, three of which shall have been in a supervisory position; or
(D) An equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment; Considerable knowledge of applicable laws, ordinances, and department rules and regulations;
(B) Skill in the operation of the tools and equipment listed below;

- Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
- Performs all duties in conformance to appropriate safety and security standards.
- Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.
- Cuts, fits, lays, repairs, taps, cleans and flushes water mains, pipe, gates and fittings on repair of mains and services and installation of services, fire hydrants and drinking fountains; assists in shutting off broken sections of water mains.

JOB SUMMARY
Performs technical law enforcement work as a non-uniformed police officer in the investigation of crimes related to narcotics and the detection and prevention of violations of the law. Employee uses best judgement and knowledge in interpreting state laws, local ordinances, and departmental regulations, as well as appraising the effectiveness of local law enforcement and providing recommendations for improvement where indicated. PRINCIPAL DUTIES AND RESPONSIBILITIES
- Investigator will work with the department and other police agencies or departments to combat illegal drug use and distribution.
- Performs skilled investigative work involving alleged crimes against persons or property, in the office and the field under minimal supervision.
- Receives civil complaints and makes general information reports.
- Obtains written or tape-recorded statements, depositions, or admissions.
- Questions or interrogates complainants, witnesses and suspects; apprehends suspects and makes arrests.
- Prepares and serves search warrants.
- Searches crime scenes for and secures evidence to be reported for classification.
- Provides for witness or victim preparation and management, including transportation as necessary.
- Contacts other agencies and law enforcement jurisdictions to exchange information, including but not limited to military, NCIC, FBI, DEA, ATF, and other criminal history or intelligence resources.
- Prepares, submits, and follows-up on crime laboratory requests.
- Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution. Prepares detailed reports of activities and investigations made; consults with prosecutors and prepares case report for court action; testifies in court.
- Assists in obtaining, enhancing, preparing or presenting exhibits or other evidence in court as required.
- Coordinates with the Medical Examiner assigned to handle officer involved death investigations. Attend autopsies as required.
- Conducts sensitive investigations into allegations of official misconduct or violations of law by public officials or police officers. Conducts internal affairs investigations as required.
- Conducts detailed criminal cases analysis following the arrest and charging of a suspect, with emphasis on counteracting specific legal defenses.
- Provides review and/or analysis of fraud, white-collar crime, forgery or special inquiry court cases as requested.
- Assists in case reviews or plea-bargaining negotiations with defense counsel as requested by the prosecuting attorney.
- Locates and interviews those listed on defense witness lists.
- Assists in providing training to department officers in the area of criminal investigations.
- Maintains normal availability by radio or telephone for consultation on major emergencies or precedent.
- Carries out duties in conformance with federal, state, county, and city laws and ordinances.
- Supports the relationship between the City of Commerce and the public by demonstrating courteous and cooperative behavior when interacting with other city staff, citizens of Commerce, and visitors. Maintains confidentiality of work-related issues and City information, consistent with City employee ethics training.
- Responsible for the promotion of public relations, media relations, and responds to and resolves sensitive public inquiries or complaints as assigned.
- Oversees the regular scheduled maintenance of equipment, inventory and fleet management maintenance, care and usage. Maintains property and evidence in accordance with state law. Promotes compliance with associated policies in the maintenance and care of city-owned property and vehicles.

PERIPHERAL DUTIES
Maintains departmental equipment, supplies and facilities.
Serves as a backup for traffic control, police patrol, crime prevention or other policing functions as required.

Assists in training new employees as assigned.
Performs minor repairs to departmental equipment as necessary.
DESIRED MINIMUM QUALIFICATIONS
General:
(A) Must be 21 years or older at the time of employment;
(B) Must possess, or be able to obtain by time of hire, a valid State driver's license without record of suspension or revocation in any State;
(C) Felony convictions and disqualifying criminal histories within the past seven years are not allowed;
(D) U.S. citizen;
(E) Must be able to read and write the English language;
(F) Must be of good moral character and of temperate and industrious habits.
Education and Experience:
(A) High school diploma or equivalent supplemented by a two‑year community college degree or vocational school training in police science, law enforcement, criminal justice administration, public administration, or a related field;
(B) Minimum of 36 months of full-time paid service as a sworn police officer.
(C) Successful completion of State Basic Training Academy, or
(D) Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Considerable knowledge of modern law enforcement principles, procedures, techniques, and equipment; considerable knowledge of investigative practices and procedures; considerable knowledge of proper methods of securing, handling, and preserving evidence; working knowledge to security clearance access to the law enforcement, court, state and Federal and other criminal history resources.
(B) Skill in operating the tools and equipment listed below;

SPECIAL REQUIREMENTS
(A) Must possess, or be able to obtain by time of hire, a valid drivers license without record of suspension or revocation in any state.

(D) Completion of the following Emergency Management courses via the Federal Emergency Management Agency (FEMA): ICS 100, ICS 200, ICS 700(a), ICS 800(b), ICS 300, ICS 400 or the ability to complete all within 1 year of hire.
(E) Ability to obtain other relative certifications as necessary to carry out functions.

- Conducts field inspections of ongoing construction and existing structures to ensure compliance with all applicable building, electrical, plumbing, mechanical, zoning, floodplain, fence, and abatement of dangerous building ordinances and codes.
- Meets with owners, tenants, contractors, developers, businesses, etc. to review and explain code requirements and violations or potential violations, secures code compliance.
- As assigned, drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, media releases and reports relating to building inspection issues and actions.
- Maintains a variety of logs and records related to inspection activities, prepares recommendations for amendments and additions to codes or regulations that relate to the position.
- Performs residential rental property inspections, examining for compliance with the minimum housing standards.
- Maintains up-to-date knowledge of national, regional, and city building codes and associated regulations.

DESIRED MINIMUM QUALIFICATIONS
Knowledge: Knowledge of the applicable codes, ordinances, and regulations regarding the building industry; knowledge of the methods, materials, and workmanship standards governing the installation and modification of mechanical, electrical, and plumbing systems; knowledge of current developments in the building industry. Knowledge of Microsoft Office preferred. Experience with MyGov software, or a system similar, is not required but preferred.
Skills: strong communication skills, both written and oral; skill in basic construction measurements and documentation; skill to review and understand standard construction drawings and plans; skill to recognize deviations in design of and materials used in actual installation from requirements in written plans, specifications, and codes.

- Ability to obtain ICC Residential or Commercial Inspector certifications within 12 months
