Job Summary

Under direction, is responsible for performing a wide variety of
professional administrative duties in support of the activities and
services of the Director of Public Safety.  Coordinates office services and
provides information and assistance to the public regarding the assigned
department or division. May exercise direct supervision over assigned
staff.  Develops and ensures the deployment of the strategic plan to promote
increased responsible pet ownership through enforcement, stray pet
population control and increasing the live release rate of animals.
Coordinates assigned activities with other city departments and outside
agencies, and evaluates and makes recommendations related to animal care
procedures and methods. Exercises direct supervision over professional,
technical, and clerical staff.  Working conditions are primarily in an office
environment.

Essential Job Functions

Directs, manages, and oversees administrative operations for the
Director’s Office, including interpreting, formulating, and implementing
policies and procedures for all departments under the Director of Public Safety.

Prepares correspondence for communication with other city departments
as well as the public.

Assists in providing a variety of responsible duties involved in
coordinating the administrative operations of the assigned department.


Assists in the formulation of policies and procedures for the assigned
department; ensures compliance with current city and department rules
and regulations.

Assists with monitoring and reviewing expenditures; provides information to
appropriate department staff.

Reviews purchase requisitions and requests for payments.

Assists in coordinating administrative personnel functions; assists in
initiating personnel requisitions; monitors overtime and attendance
records; assists in preparing and monitoring Animal Shelter employees’ payroll.


Researches, compiles and analyzes data for special projects and
various reports; prepares reports outlining progress of projects;
documents, problems and issues.


May prepare public relations data, brochures and handouts.


May organize and maintain filing systems; maintain records related to
specific areas of assignment.


May respond to and resolve difficult and sensitive citizen inquiries
and complaints.


Performs related duties and fulfills responsibilities as required.

Recommends and assists in the implementation of goals and objectives;
establishes schedules and methods for providing effective services.


Participates in the selection of professional, technical and clerical
staff; provides or coordinates staff training; works with employees to
correct deficiencies; implements disciplinary procedures.


Writes and edits communications materials for the Department Director,
including speeches, scripts, talking points, and formal correspondence;
and independently composes reports and memoranda for the Director.


Oversees and directs personnel administration including payroll,
compensation, training, personnel requisition, and disciplinary actions of employees under the director of Public Safety.


Interviews, selects, supervises, develops, evaluates, counsels, and if
necessary, disciplines personnel according to established City of Commerce and Animal Shelter policies, procedures, and guidelines.


Manages the flow of information in the Director’s Office.


Assists in assessing situations and gathering information to present
for Director’s decisions.

Assists in the support of a variety of boards and commissions, serving
as departmental representative on special projects, committees, and task
forces as assigned.


Performs related duties and fulfills responsibilities as required.

Job Requirements
Five (5) years of increasingly responsible government experience,
including two (2) years direct supervising experience.

DEPARTMENT SPECIFIC:


CPD
Applicants for this position must pass a Criminal Justice Information
Systems (CJIS) fingerprint-based background check and maintain CJIS
eligibility. Due to CJIS requirements related to system access, the
following will result in being disqualified for this position: Felony
Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor
Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest
for Any Criminal Offense (Felony or Misdemeanor), and Family Violence
Convictions.

Knowledge, Skills, and Abilities

Knowledge of principles of supervision, training, and performance
evaluation.

Knowledge of principles, practices, rules, and regulations of
personnel administration and payroll procedures.

Knowledge of procedures, methods, and techniques of budget preparation
and administration.

Knowledge of pertinent Federal, State, and local laws, codes and
regulations.

Skill in utilizing a personal computer and associated software
programs.

Ability to supervise, organize, and review the work of professional,
technical, and clerical personnel.

Ability to interpret, explain, and apply city and department policies
and procedures.

Ability to understand departmental operations, services, and
activities.

Ability to prepare clear and concise reports.

Ability to communicate effectively, both verbally and in writing.

Ability to establish and maintain effective working relationships with
those contacted in the course of work including city officials and the
general public.

Physical Requirements

Physical requirements include visual acuity, speech, and hearing; hand
and eye coordination and manual dexterity necessary to operate computer
keyboard; typewriter and basic office equipment. Subject to sitting,
standing, bending, and twisting to perform the essential functions.
Working conditions are in an office environment.
