JOB SUMMARY

Operates a variety of contractor’s equipment and trucks utilized in conjunction, maintenance, and repair activities, performs a variety of semi-skilled tasks in the maintenance of light, street, water, sewer and storm drainage systems.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  1. Operates trucks of various sizes and weights in the loading, hauling and unloading of various equipment, materials, and supplies.
  2. Operates trucks and construction or power equipment, such as mechanized broom, back-hoe, and dump truck.
  3. Operates jackhammers, mowers, and other small equipment and tools to maintain street and utility systems.
  4. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
  5. Assists in the installing and maintenance of traffic control devices.
  6. Performs all duties in conformance to appropriate safety and security standards.
  7. Performs some or all the duties of Laborer II, as required or assigned.
  8. Must be able to read blueprints for utility lines and construction of streets.
  9. Must be able to set up and know procedures for shooting elevations.
  10. Supports the relationship between the City of Commerce and the general public by demonstrating courteous and cooperative behavior when interacting with other city staff, citizens of Commerce, and visitors.
  11. Maintains confidentiality of work-related issues and City information, consistent with City employee ethics training.
  12. Performs other duties as required or assigned.

PERIPHERAL DUTIES

Controls traffic at work sites by flagging to guide traffic through work areas, as required or assigned.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • High School diploma or equivalent
  • Four (4) years’ experience involving the use of medium and heavy equipment, two of which must have been related to utility or street systems.

Necessary Knowledge, Skills, and Abilities:

  • Considerable knowledge of heavy-equipment operating principles; working knowledge of the hazards and safety precautions common to heavy equipment operations; working knowledge of the methods, materials and tools used in street and utility maintenance work.
  • Skill in operation of listed tools and equipment.
  • Ability to understand and follow oral or written instructions; ability to communicate effectively verbally and in writing; ability to observe proper safety precautions; ability to perform heavy manual tasks under varying weather conditions; ability to drive and operate a variety of equipment under varying conditions; ability to work from construction specifications or blueprints.

SPECIAL REQUIREMENTS

Must have a valid driver’s license and CDL certification, or ability to obtain one. Class II Wastewater Collection and Class C Distribution Certification from TCEQ or the ability to obtain one within one year of hire date.

Must have means of communication and respond back to the city in a timely manner

TOOLS AND EQUIPMENT USED

Motorized vehicles and equipment, including back-hoe, dump truck, pickup truck, utility truck, street sweeper, street roller, manlift, tamper, plate compactor, saws, pumps, propane kettle, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, and ditch witch.

Work involves standing, talking, hearing, using hands to finger, handle, feel or operate objects, tools or controls and reaching with hands and arms. The employee is occasionally required to walk, sit, climb, balance, stoop, kneel, crouch, crawl, taste, and smell.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The employee must frequently push, pull, lift and/or carry up to 25 pounds and occasionally push, pull, lift and/or carry up to 100 pounds.

Mut be available for overtime and stand by time.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

The noise level in the work environment is usually loud.
