JOB SUMMARY

Performs a variety of semi-skilled and skilled technical and maintenance work in the operation, maintenance and repair of water and sewer treatment facilities and systems within the City of Commerce.

Job duties may vary dependent upon job assignment and skill level. 

PRINCIPAL DUTIES AND RESPONSIBILITIES

  1. Assists with the general operation of wastewater treatment plant (WWTP) facilities and equipment; performs work in accordance with all quality standards, safety regulations and procedures.
  2. Monitors the performance of all equipment, gauges and charts in the treatment plant and pump stations; records statistical data concerning plant operations; maintains, operates, repairs and replaces equipment as necessary; charts lab test results for trend analysis and maintains accurate records of analyses and test results; evaluates data and writes reports as required.
  3. Operates, maintains and repairs malfunctions at the wastewater treatment plant.
  4. Collects samples and identifies concentrations of chemical, physical or biological characteristics of wastewater required in accordance with local, state and federal requirements; gathers and tests wastewater samples for plant efficiency reports as required.
  5. Performs quality control tests on lab equipment and lab analyses; evaluates procedures and results for accuracy and determines appropriate methods.
  6. Assures that plant operates within required standards.
  7. Calibrates, modifies or repairs instrumentation and control equipment including recorders, flowmeter and other wastewater monitoring equipment.
  8. Operates and maintains wastewater pump stations; cleans wet wells and operates pumps and valves to control and adjust flow and treatment process.
  9. Maintains drawings and schematics of electrical and other systems within the treatment plant as directed.
  10. Monitors the routine performance of electrical systems, circuits and equipment within the wastewater treatment plant.
  11. Supports the relationship between the City of Commerce and the general public by demonstrating courteous and cooperative behavior when interacting with other city staff, citizens of Commerce, and visitors.  Maintains confidentiality of work-related issues and City information, consistent with City employee ethics training.
  12. This position may be required to respond afterhours, including holidays and weekends, in the event of a city or Department emergency.  The work entails shift work, which means employees provide a service around the clock, 24 hours a day, 7 days a week.  Should candidates have scheduling conflicts which would not allow them to potentially work weekends or overnight shifts, candidates need not apply.
  13. Performs other duties as required or assigned. 

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • Graduation from high school or GED equivalent
  • Four (4) years of experience relating to construction, maintenance, or repair, or
  • Any equivalent combination of education and experience.

Knowledge, Skills and Abilities:

  • Considerable knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities;
  • Reading and interpreting gauges and recording devices;

SPECIAL REQUIREMENT

Must have a valid driver license or the ability to obtain one by date of hire.  Driving is an essential function of the job.  The suspension or revocation of a driver license during employment may result in termination of employment. 

The ability to obtain at least a Class D Wastewater Collection and Grade D Groundwater certification as a Wastewater Treatment Plant Operator or the ability to obtain one within one (1) year after hire.  The inability to obtain this certification within one (1) year of hire may result in automatic termination of employment. 

The ability to obtain a Class C Surface Water License within three (3) years from the Texas Commission on Environmental Quality (TCEQ) is required.  The inability to obtain this certification within three (3) years of hire may result in termination of employment. 

Factors such as regular attendance at the job are not listed under essential duties but is a critical function to operations of the City’s Wastewater Treatment Plant.  Consistent, unplanned and unexcused absences may result in termination of employment. 

TOOLS AND EQUIPMENT USED

Motorized vehicles and equipment, pickup truck, utility truck, saws, pumps, compressors, sanders, generators, common hand and power tools, shovels, wrenches, mobile radio, phone.

Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and the ability to adjust focus.

The employee may frequently push, pull, lift and/or carry up to 50 pounds, and occasionally exert force while pushing, pulling, lifting and/or carrying up to 50 pounds.

While performing the duties of this job, the employee occasionally works in a variety of outside weather conditions.  Some of these weather conditions can be extreme.  The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or extreme heat, humid or cold conditions. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, risk of electrical shock and vibration(s). The employee is frequently exposed to toxic or caustic chemicals.  The City provides the proper protective clothing and equipment to prevent direct, prolonged or unsafe contact with these chemicals but exposure is still possible. 

The noise level in the work environment is usually moderately loud.

The Commerce Fire Department is currently accepting applications for Part-Time Firefighter/EMT These positions participate in fire suppression, prevention, public education, rescue activities aimed at protecting life, property and the environment, and to provide first responder service within our jurisdiction. QUALIFICATIONS:
  • Must possess Basic Texas Fire Fighter certification by the Texas Commission on Fire Protection.
  • Current CPR/AED certification or be able to obtain before starting
  • Must have completed NIMS 100, 200, 700 and 800 or complete within six months of hire date.
  • Must possess and maintain throughout employment an EMT-B certification or higher.
  • Must have completed or complete within 6 months from hire date the Courage To Be Safe course and the Traffic Incident Management Program course.

JOB SUMMARY

Performs police patrol, investigation, traffic regulation, and related law enforcement activities.

PRINCIPAL DUTIES AND RESPONSIBILITIES

1. Works on rotating shifts performing security patrols, traffic control, investigation and first aid at accidents, detection, investigation and arrest of persons involved in crimes or misconduct.

2. Works an assigned shift using own judgment in deciding course of action being expected to handle difficult and emergency situations without assistance.

3. Maintains normal availability by radio or telephone for consultation on major emergencies or precedent.

4. Carries out duties in conformance with Federal, State, County, and City laws and ordinances.

5. Patrols City streets, parks, commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic, routinely check buildings and watches prevent or detect and investigate misconduct involving misdemeanors, felonies and other law violations' and to otherwise serve and protect.

6. Responds to emergency radio calls and investigates accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc. Takes appropriate law enforcement action.

7. Interrogates suspects, witnesses and drivers. Preserves evidence. Arrests violators. Investigates and renders assistance at scene of vehicular accidents. Summons ambulances and other law enforcement vehicles. Takes measurements and draws diagrams of scene.

8. Conducts follow up investigations of crimes committed during assigned shift. Seeks out and questions victim, witnesses and suspects. Develops leads and tips. Searches scene of crimes for clues. Analyzes and evaluates evidence and arrests offenders. Prepares cases for giving testimony and testifies in court proceedings.

9. Prepares a variety of reports and records including offense, and incident reports, reports of investigation, field interrogation report, alcohol reports, influence reports, affidavits, bad check form, vehicle impoundment form, traffic hazard report, etc. Reports to be turned in to supervisor in a timely manner according to policy.

10. Undertakes community oriented police work, and assists citizens with such matters as locked or stalled vehicles, crime prevention, drug abuse awareness, traffic safety, etc.

11. Participates in investigating criminal law violations occurring within the City limits, obtaining evidences and compiling information regarding these crimes, preparing cases for filing of charges, testifying in court, and related activities.

12. Conducts patrol activities including directing traffic, investigation of reported or observed violations of law, and conducting patrol activities.

13. Coordinates activities with other officers or other City departments as needed, exchanges information with officers in other law enforcement agencies, and obtains advice from the City Attorney, Municipal Court Judge, and County and District Attorneys regarding cases, policies and procedures, as needed and assigned.

14. Maintains contact with police supervisory personnel to coordinate investigation activities provide mutual assistance during emergency situations and provides general information about Department activities.

PERIPHERAL DUTIES

Maintains departmental equipment, supplies and facilities.

Maintains contact with general public, court officials, and other City officials in the performance of police operating activities.

DESIRED MINIMUM QUALIFICATIONS

General:

(A) Must be 21 years or older at the time of employment;
(B) Must possess, or be able to obtain by time of hire, a valid drivers license without record of suspension or revocation in any State;
(C) Felony convictions and disqualifying criminal histories within the past seven years are not allowed;
(D) U.S. citizen;
(E) Must be able to read and write the English language;
(F) Must be of good moral character and of temperate and industrious habits;
(G) Must have ability to meet Department's physical standards.

Education and Experience:

(A) High school diploma;
(B) Completion of the basic law enforcement-training academy or equivalent.

Necessary Knowledge, Skills and Abilities:

(A) Some knowledge of modern law enforcement principles, procedures, techniques, and equipment;
(B) Some skill in operating the tools and equipment listed below;
(C) Ability to learn the applicable laws, ordinances, and department rules and regulations; Ability to perform work requiring good physical condition; Ability to communicate effectively orally and in writing; Ability to establish and maintain effective working relationships with subordinates, peers and supervisors; Ability to exercise sound judgment in evaluating situations and in making decisions; Ability to follow verbal and written instructions; Ability to meet the special requirements listed below; Ability to learn the City's geography.
